Secretary of State.

In view of your interest in the selection for the new appointment of Political Adviser in Hong Kong you should see these papers.

I have met Mr. Heathcote-Smith once only but am well content to accept the judgment of Mr. Poynton and Mr. Bennett. Certainly the combination of knowledge of Chinese, service in China and contact with this Office particularly over international affairs, make him a good candidate and at least counter-balance his age 35.

I think we can rely on a quick reply from Sir Mark Young and I propose therefore not to write to Sir Orme Sargent until we have heard from Hong Kong.
